Howard has served as Liquidnet’s General Counsel since July 2000. Prior to joining Liquidnet, Howard worked in the broker-dealer practice group at the law firm of Morgan, Lewis & Bockius LLP, where he represented broker-dealers, alternative trading systems, derivatives dealers and other companies in the financial services industry on a variety of transactional, regulatory and compliance matters.
Howard received his B.A. from Columbia College, his J.D. from Harvard Law School, and is a graduate of Columbia University's Computer and Technology Applications Program with a Certificate in Analysis and Design of Information Systems.
Howard is a member of the SIFMA Technology and Regulation Committee. He has previously served as a member of the FINRA E-brokerage Committee.
